No it takes heavy weights and lots of time to build that kind of muscle mass.
There is a theory that you will burn more fat on empty stomach because your body will pull energy from stored fat. I say it is an individual decision. If you eat before your work out it gives you energy & power I say do it!
Again is up to the individual to do what takes more energy out of them. I prefer to do weight training before cardio but I switch it up now & then.
